The Podillya Pershyi Association (PPA) was registered as a voluntary organization in July, 1998. The PPA is of great importance in the regional development of Ukraine by introducing the cluster model of development. Since 1999 on the basis of the PPA they have created and maintained The Center of the Social and Economic Investigations of the Podillya Region. Since 2005 one of the strategic priorities of the PPA is promoting the idea of the European integration. From 1998 till 2006 the Association assigned approximately 1,000,000grn. To both social and economic projects in the Khmelnytskyi region.
The philosophy of PPA is based upon the fact that it is impossible to attain desirable changes in the economy and administration without using the elements of civil society.This is why the question of economic development and the forming of an open European civil society, has always been regarded as complex.
The mission of PPA is to improve social and economic conditions of people’s lives in the Podillya region. By way of contributing to economic development, the PPA will improve both the micro-level and form favorable social infrastructures, which meet the standards of the European Union.

- Creating and Supporting industrial clusters;
- Supporting and Developing inter-sector dialog and partnership
- Examination of social and economic conditions of the Podillya region
- Realization/Creation of educational projects for young people and businesses
- Introducing new technologies in education
- Contributing to the cooperation of business and educational institutions
- Functioning as the center for implementing multi-frontier and inter-regional cooperation, while partaking in spatial programs of the European Union.
People’s potential
Members of the Management Committee and employees of The Executive Management of Association contribute both to the functioning and development of the PPA. Representatives of business, educational institutions, public organizations, self-government, and the Executive Authorities are members of Management Committee. Every year the number of members and structure of this Committee changes, but its basic task is the making of key decisions in the developments of PPA. The members of Management Committee instill these decisions by means of active voluntary participation in the work of The PPA. Thus, the members of this Management Committee introduce their experience into the activities of The PPA and help to raise its prestige.
Executive Management of PPA consists of several employees, who work on organization and administration of new programs and projects, which are then implemented by and fulfilled by the PPA.
Executive Management, if it is necessary, recruits the services of permanent staff and is engaged in developing a volunteer base for The PPA.

As a result of eight-years of activities in the sphere of both social and economic development, the Executive Management of PPA formed the following principles for its activities, which were confirmed by The Controlling Committee of PPA:

Material-technical resources
Since 2000 The PPA has been renting an office in the center of Khmelnytskyi. Having a floor space of 68 square meters in the Khmelnytskyi Center of Scientific Technical and Economic Information. This premises is the central office of the PPA, which contains almost all materials, and technical resources in the PPA possession:
2 phone lines, 3 phone apparatus, mini automatic-telephone station Samsung SKP816H KSU; fax Panasonic KE-FT25; Xerox5815; Computers: 2 notebooks; 3 table computers; 1 server; Printers: Hewlett Packard LaserJet2100TN(1), Hewlett Packard DeskJet 340(2),Lexmark 5700(1):Acer Scan620U; binder GBC Image-Maker 1000. In addition The PPA also owns office furniture for 10 people.
PPA financially and technologically supports projects in the region. PPA has lent computers and organizational technique to The Center of Business’ undertakings to support (Shepetivka) the development of industrial clusters, also to Ostrovs’kyi Khmelnitskyi Regional Scientific Library to support the activities of The Center of European Information.
