Local economic development: Clusters
A Cluster is voluntary, non-official association, of entrepreneurs in a certain region based on geographical relativity in cooperation with the authorities and institutions.
The difference between clusters and other types of associations is in establishment of partnerships between businesses, entrepreneurs, universities, representatives of administration and Non-profit organizations.
As a result of inter-sector cooperation Sewing, Building, and Tourist clusters have been created.

Strategic Planning: The Development of Local Communities
Strategic planning: The development of local communities is the theme in which inter sector partnerships acquire exceptionally important significance.
Examples of successful experience in this direction are the common activities with The Department of Economy of Khmelnytskyi Regional State administration. Using the methodology of the World Bank, we jointly carried out analyses of local economic development. 12 districts of the Khmelnytskyi region worked out a strategic plan for their own development.
Another successful example is; The PPA is taking part and will continue to take part in elaborating strategic development programs of the Khmelnytskyi region for 2005-2011.

Forming Public Consultative Committees
The activities of The Building Cluster are the cooperation of the 30 enterprises in the Khmelnytskyi Region Construction Branch. Which then asserts it’s economic and social interests and is supported by the Building Cluster Non-Governmental Organization.
Another example of such activity is express-polling, “prospects of construction branch development” in February 2006, initiated a meeting with the mayor Khmelnytskyi and discussed a common strategy for development of “construction branch.”
The result of such activities is the creation of public consultative committees under the auspice of the mayor of the city.

“Social corporative responsibility of business”
The principles of social conformity are one of the components of a successful strategy, which strengthens image and reputation of the company, while attracting clients and retaining the best employees.
From September, 2005 till May, 2006 we collected almost 70 ideas from the people of Khmelnytskyi, which were aimed at solving some social and economic problems of the city.
The PPA helped to transform these ideas and problems into plausible projects. These projects consisted of a precise plan of action, time limits for implementation on every stage of said project, and included detailed budgets. The PPA has organized and coordinated 40 projects, which were then initiated by the people of Khmelnytskyi.
