Strategic plan for the development of The Podillya Pershyi Association in 2006-2007

The Podillya Pershyi Association is the vanguard of the regions development.
 
After gaining independence in 1991, Ukraine passed through a period of reformation from a structured Soviet model accompanied by an economic recession, to the creation of a modern basis for a democratic stage. In 2004 after 13 years of uncertainty in home and foreign policy, Ukrainian leaders proclaimed the priority of the Euro-Atlantic integration for Ukraine. At the present stage of its development, Ukraine is a country with a transitional economic formation that is actively developing its state institutes, guided by European principles and values. 
The present process was complicated by the diverse structure of the population in the country and its multi-vectored political linking. However, social/cultural realities affirm that a common opinion about the European future of our country is being formed.
Since 1998, The Podillya Pershyi Association (PPA) has been an active member of the social/economic process of the Podillya regions’ development (Khmelnytskyi, Vinnytsya and Ternopil regions of Ukraine.)
By way of advancing and introducing projects in such areas of public activity, transparency of local administrative work, intensifying non-government organizations, and the development of social responsibility of business. PPA contributes to forming democratic relations between the 3 sectors on local and regional levels, this in turn influence the welfare of the population.
Based on nationwide priorities of development and taking into account the organizational aims of the Controlling Committee, the executive Directors worked out and adopted a strategic plan for the development for The PPA in 2006-2007.
As Ukraine has chosen the way of intensifying the collaboration and perspective membership in Euro community, by strengthening the principles of a free-market economy, The PPA is positioning itself as a Euro-agency for the regional development.
The mission of The PPA is to improve the social/economic conditions of The Podillya region’s population, by facilitating economic development on micro level and by forming a favorable social infrastructure, which coincides with the standards of the European Union.
The mission of The PPA will be accomplished by way of achieving the following goals:
·                     Supporting and developing inter-sector collaboration and social companies;
·                     Creating and supporting branch industrial clusters;
·                     Introducing innovative technologies in the area of education for youth and entrepreneurs;
·                     Developing informational and consultative service system for entrepreneurs;
·                     Optimizing the work of the stage structure and taking part in elaborating the regulation acts;
·                     Implementing the programs of frontier collaboration European Union;
·                     Carrying out informational/educational work on Euro integration and collaboration with the countries of the European Union.
The main tasks of PPA is providing qualitative services to representatives of business structures and public organizations, informing, consulting, and introducing innovative social/economic models, which are the most effective in achieving The PPA goals.
 
The main tendencies of work

1.                  Conducting public control over transparency of the purchase process.
Conducting independent monitoring is one of the important tasks of The PPA’s. That is why, The PPA plans to investigate the transparency of the providers of state purchases on the Ukrainian federal level. The investigation will be held by, polling the managers of commercial companies, which took part in providing for state purchases, the results of the investigation will be submitted for public consideration.
2.                  Conducting national monitoring for the quality of the state services given to the population.
Developing methods and monitoring the quality of state services in 5 regions of Ukraine. Public discussion of investigation results, creating suggestions for the Ukrainian government, on how to improve the quality of services.
3.                  Contributing to Euro integration.
Informing wide sectors of the public in Khmelnytskyi region about the Euro integration processes, possible problems, and perspective ways for Ukraine to enter the European Union, by supporting and developing the European Information Center.
4.                  Public activity in the Khmelnytskyi region.
Charity: public activity in the area of the region by way of creating Public Empowerment Centers
5.                  Assistance in the development of organizations in the Khmelnytskyi region.
The PPA supports public organizations in the Khmelnytskyi region by way of holding educational trainings for leaders, collaborators, and volunteers of organizations, providing them with an office and technical equipment including but not limited to; computers, printers, scanners, Xeroxes, and also information services and consultations.
6.                  Contributing to the social analysis of the situation in the region.
The PPA carries out social/economic investigations of the Podillya regional climate. The results of investigation will be taken into account by the Khmelnytskyi regional state administration, to develop programs for regional development. The investigation for 2006-2007 will be carried out in 2007.
7.                  Developing the informational/educational base for industrial clusters.
Based on great interest in the bodies of government, self-government, and entrepreneurial unions and by learning from the experience found in the work branch industrial clusters, The PPA will be establishing a training center. The center will form a library with educational materials. Also the center is going to be the connecting link with specialists that have the theoretical and practical knowledge about organizing the work of both industrial branch clusters and other productive systems.
8.                  Developing the relations between business and educational organizations.
To intensify the relations between employers and educational institutions, the following common projects will be initiated: organization of meetings for employers and representatives of local institutes, in order to find out their needs for specialists, in key branches of regional and the national economy; support in conducting the “job fairs;” organizing meetings for business representatives and student lecturers; organizing the forums/reports/lectures of the famous government representatives.
